I would buy the membersihp "silver" for 6 month. After this time, must I pay once more to use the benefits of the club membership? If i installed the tools, are they working furthermore or are they stopping their function, so I must pay once more?

You can continue to use all club addons installed once your membership expires. However, you will not have access to updates or the club forums.
