Forum rules

I need to create a 3 level hierarchy of rights for viewing/editing jEvent

Head office
- Office 1
-- User 1
-- User 2
-- User 3
- Office 2
-- User 4
-- User 5
-- User 6
- Office 3
-- User 7
-- User 8
-- User 9

Events published by Head office (read write)
All offices and all User should see it (read only)

Events published by Office 1 (read write)
Visible to User 1, User 2, User 3 (read only)
Visible to Head office

Events published by Office 2 (read write)
Visible to User 4, User 5, User 6 (read only)
Visible to Head office
And so on…

Event published by User 1
Visible to User 1 (read write)
Visible to Office 1
Visible to Head office
Hidden to other users
And so on…

What would be your advice regarding these needs? What strategy should I use to achieve my goal.
NB: I have been coding in Joomla for few months now but I have never worked with ACL. Any information would be much appreciated.

1 - create Joomla ACL groups for office 1, 2, and 3 users
2 - create separate new Joomla ACL access levels for reading events for the different offices
3 - create separate calendars or categories for the events created by Office 1, Office 2 and Office 3 and assign the appropriate viewing access levels
4. Use the authorised user mode in JEvents to assign users who can create events for Office 1, 2, & 3 categories/calendars
5. Set up a head office group and access level that can view everything
