Basically you are trying to use the authorised user mode. This is only used when people want simple and quick permissions for only a few users. You would need to set the usergroup of the users you want to add to allowed create. And then in the same page enable authorised user mode.
Or if you want to allow complete usergroups, you can just set the permissions on the usergroups in that view.

sorry but I'm new to joomla and jevents. I need to give permission to one of my joomla user to modify the calendar events. What is the correct way to do this ?
If it is just one user and solely for JEvents. Then Enable the authorised usermode within the JEvents Configuration -> permissions and then set the usergroup the user as a part of the allow creation of events.
Then you can add that user in the Authorised user section.
