Hi there
one other presale question.

Is there a way to limit what a user initially sees by there IP?

- User logs in and sees 'local' events immediately - from there they can search events outside there immediate area

No? IP's change constantly for most people so this doesn't seem a viable solution?

You should use the Joomla! Usergroups/Access levels.
