1) Does the Time Limit add-on invoke itself on all event listings or can I apply it to only one listing, specifically, the Date-Range listing (from the menu) ?
2) Will the Time Limit allow me to input a start date only and range back a fixed period. eg: I want to put in a start date which may be different that the today() date and have it fetch data till 2 weeks back from the inputted start date.
I should add ... I want the user to be able to input the start date.

the timelimit plugin can be configured to apply univerally across the whole site e.g. blocking the display of all events older than 2 weeks in the past.

OR you can configure it so that it applies to specific menu item - so that you can create an archive menu item for old events and a live menu item for current events.

the Hidden Event Details plugin may also be of interest since you can use this to embargo the details of an event until a point in the future but allow the date/time/title to be displayed. Note that this is a universal setting.

If you want to 'embargo' details of a specific event until a certain date in time then it should be fairly straight forward to add this functionality to the hidden event details plugin.

Also the date range menu item can be configured out of the box to show from today to +3 months or to a set date in the future - no need for any addons.
