Places on our events are booked in multiples by a number of authorised agents.
We need to be able to limit per agent how many places they can book on a particular event to stop them monopolising things.
Is this possible with JEvents please?

You can set up events in JEvents (with RSVP Pro) with a 'how many tickets?' field or with 'guest tabs' - both of these can be constrained so that a maximum number of tickets can be purchased or a limit on how many guests can be added.
Note that in both cases is represents a single booking with multiple attendees.
