jevcustom.css doesn't want to apply any changes. what do I have to do?

Cache is so dumb and absolute for me, I installed a cache disable on Google Chrome. one source of error less which makes life a little easier and faster. thank you Tony. top answer as always. ?

I'm on 10mbit and I can't tell you the difference cached or uncached.
it's true that cached pages load faster when there are a lot of items to be loaded, like photo galleries.
