is there a way to import old JEM (or Eventlist) data into JEvents?

Yes JEM export these files in .csv :

events.csv
categories.csv
venues.csv
catevents.csv

Ok so you could merge and create one big event CSV and import it with JEvents. See:

Well there's some work to do!
- I have to convert JEM date and time begining and ending for all my events to JEvents format
- recurrences seems not to be handled the same way too

Means huge database work
But as you don't mentioned it, I am afraid that there's no tools to automate that...
