Can a event be created by a public user who becomes a member that makes an event and manages his event participants to become managers is this possible? How does it work?
I see the video Paid Event Submission

How would the member in the video assign managers to scan a QR code to that event?
Does admin have to enable / accept / create the event managers for each event manually?

I'm afraid not unless the manager changes the event creator over to be the user for that event.
Ideally it's best if you enforce users to register even if it's for a basic event.
Managed can accept etc for events manually if you don't allow the usergroup to have publish rights.
For QR Code, is this for tickets? IF so then this is part of the RSVP Pro template and you can decide to create a few default templates they can select?
