German translation modified

While working in general configuration of component jevents 2.2.8 with german language-pack above two things weren't shown as translated.

1st ->JEV_USE_CACHE
2nd ->JEV_INSTALL_LAYOUTS

For the first

JEV_USE_CACHE_FOR_EVENTS="Joomla Cache für Event Daten benutzen"

was written line 122 (commented section start config)
It's to change to

JEV_USE_CACHE="Joomla Cache für Event Daten benutzen"

Second translation was in language-pack.I added

JEV_INSTALL_LAYOUTS="Installation von Layouts aktivieren"

(in commented section notification options)
