On my website I want to be able to allow registered users to create events and scheduling for free. Visitors to the site can browse and view events, and register.

Are visitors required to be a member of my site to register for any events setup?

Are the registration databases of attendees private for each event and how are registration fees handled?

1. It's completely up to you :-) The silver club has a plugin for anonymous event creation.

2. Yes they are private for that user on that access level, but if you allow someone to manage globally then they can access them too. Fees are handled within RSVP Pro under the registration template per event, but the template controls the global setup.

So, under the global event, I can't have each registered user who created the event have their own payment system. I don't want to be responsible for the fees.

Hello,

With RSVP Pro you can have them set their paypal address in the RSVP Pro Template so payments go through their personal account :-).
