Only people who can create events can see this? Are you wanting to disable creation rights or just hide the icons?

thanks, this i clear, but i have rights that all can be create events. But i have create menue item to create event, there can only create in some special categories. But when the user click on + icon in calendar view he can create in some other categories too. This is my problem. Please see the screenshots attached.

Shown in Image "click on menue item.png" will be the right for me.

Can you provide super user logins and the logins of the user who shouldn't be able to create and confirm what categories they shouldn't be able to create in.

yes i can...

But guest can create events on frontend and all user can in backend.

Please check the logins, they are not working for me.

Ok so on the categories you don't want them to be able to create it edit the permissions and set public/guest to be denied.
