Can not load JEvents global settings anymore

Hi,
With Joomla 3.10.11 (see support info in site details) for some reason, "JEvents configuration" loads an empty page with this error : « 0 Joomla\CMS\Form\Form::getInstance() could not load file ».
The Call stack stops at JROOT/libraries/src/Form/Form.php:2295

Thus we can not load JEvents global settings anymore.

Hi,
A "&" in the <name> of a custom plugin was causing this issue.
