Hi,
Also i have Joomla User in Group Publisher, How to add this or other User new locations in the front end.

I had already set that. But that was not the problem
I found the mistake.
AT: Authorised Users -> Edit User -> had to: Create Own Extras? to YES

Hello,

In the Managed Locations component under options then permissions you can set who can do this.
