Is there a JEvents plugin that can be used that will automatically populate holidays into the calendar?

I'm afraid not at present. However, you can use the JEvents repeat function to add in your own holidays.

You can, of course, import an iCal of public holidays - e.g. https://www.apple.com/downloads/macosx/ ... endar.html

Is this something that works with the free Version of JEvents, or is a membership required? If so, which package would we need?

free version - just create a new calendar in the backend of JEvents and use the URL from the above page for the source of your URL based calendar.
