Help with setting

Because I don't know a word in English and I would like to set the calendar so that a user could book it himself.
What documentation is for these settings?
And why doesn't the German translation from the side work in the backend?

du musst im wesentlichen nur einen Menü EIntrag erstellen und entscheiden, wer einen Termin erstellen darf.
Du musst aber aufpassen, wenn du Gäste (Public) Termine erstellen lässt, können diese auch leicht schadcode in deine Seite einfügen. Dagegen hilft dann nur das sie welche erstellen (create) aber nicht veröffentlichen dürfen. (Publish Own -> Not Allowed)

Do you mean for people to be able to Book / Register for events that have already been posted?

Please update JEvents and the German Language packs.
