Following the instructions, I get this error:
Warning: require_once(/home/utscc/public_html/joomla/http://www.nidl.info/jo25/includes/defines.php) [function.require-once]: failed to open stream: No such file or directory in /home/utscc/public_html/joomla/upgradejevents.php on line 39
Fatal error: require_once() [function.require]: Failed opening required '/home/utscc/public_html/joomla/http://www.nidl.info/jo25/includes/defines.php' (include_path='.:/usr/lib/php:/usr/local/lib/php') in /home/utscc/public_html/joomla/upgradejevents.php on line 39
any suggestions please?

Yes, in the php file,
define("NEWSITEPATH", "http://www.nidl.info/jo25");
define("NEWSITEPATH", "http://www.nidl.info/jo25");

that is incorrect you need
define("NEWSITEPATH", "jo25");
It is the file path relative to the base directory of the Joomla 1.5 site.

Thank you for that Geraint, but it still doesn't work, directory is still messed up. I think its from the rewrite command in the htaccess file maybe? it's making the paths (/home/utscc/public_html/joomla/jo25/includes/defines.php
the /joomla is the 1.5 and
/jo25 is the new 2.5
the /joomla is the 1.5 and
/jo25 is the new 2.5
