Category administrator can only see own events

Category administrator can only see own events

Jevents ver. 2.2.8
I have a user configured to be a category administrator. I'm pretty sure that I just have something wonky in the permissions configuration, but my moderator can only see their own events in the event administration.
I would like to be able to have this moderator approve/publish all events for a particular category or categories.
In Joomla, this user is a member of the following categories:
Registered
Author
Editor
Publisher
In Jevents, in the user interface, this user:
Is Enabled
Can Create
Can Publish Own
Can Delete Own
Can Edit All
Can Publish All
(all other permissions denied)
In Jevents config, the only user available in the "Admin User" dropdown is "super user"
When logged in as admin user, I see all events and can publish all of them.

Is this in the backend or frontend of Joomla?
Can you check the permissions of the categories you have created? Is it possible that they have been set with a strange access level?
Did you enable authorised user mode as sell as creating the authorised user

This is on the frontend (through the site, not the admin site)
Category permissions allow all except for "delete all"
Authorised user mode is enabled.
I'm not sure I understand about creating the authorised user.
She is a registered user with the "publisher" profile. And in the category admin, I have her set up as the "admin" for that category. Is that what you mean?
