Is there a Joomla translation for the Assamese language? If there is you should install that first.

I would suggest a good place to start by reading http://community.joomla.org/translations.html
and I would recommend using the Joomla translations manager.
See http://extensions.joomla.org/extensions/1776/details
Good luck with the translation.
