Not viewing tabs on frontend

I'm using 1.4.3, and when I go to edit in the frontend, I'm seeing the various tab as plain text. no formatting:

Common
Calendar
Images
Extra
Help

They do function, but I'm thinking this could be very disorienting for potential users. Any clue as to what I could do differently? I notice some javascripts and other support files' URLs are starting in the page source as "/portal/", could that be causing it?

are you getting other formatting? It sounds like a CSS file isn't being loaded.
