.htaccess admin causes password check

Hi,

when i secure the administrator-folder with htaccess the visitors get a password check when viewing Events or Locations.

I looked at the code and there are stylesheets from the /administrator folder being included in the public website.
So i think this causes the login-attempt.

Everything is displayed when the visitors click on cancel in the Login.

Is this known issue? Or can i delete this includes?
Why are there /admin css included in the public sites?
