Option for posting event on seperate calendar or not

I run a website for a province of a fraternity. There are multiple chapters that want there own calendar on which to post their own events. Sometimes the chapters will want to share events publicly on a separate Province calendar. This calendar is in a common area of the website and can be used as a catch all for chapter, national, and province events.

I want to know if there is any way for a chapter to own its own separate calendar and then to select as an option to share the event on another calendar on the same website.

If there is not, can a plugin be written to do this? Please let me know.

From what I understand these chapters calendars are all on the same website. If so there are a number of ways you can do this.

Approach A
1. Have separate 'native' calendars in the backend of JEvents
2. Each chapter puts their own events into their own calendar
3. Have a special category for 'province' events
4. Create a menu item that only shows events from this 'province' category

Approach B
1. Use the JEvents tags addon and get the events that are to be shared to be tagged as 'province'
2. Create a menu item that only shows events with this special tag set.
