German translation modified

Found two faults in german language-pack.
JEV_USE-CACHE-string was misstyped and string JEV_INSTALL_LAYOUTS with translation was missing complete in admin-language de-De.com_jevents.ini in actual download from yesterday.

I've corrected it and send the file in attachment.

While working in general configuration of component jevents 2.2.8 with german language-pack above two things weren't shown as translated.

1st ->JEV_USE_CACHE
2nd ->JEV_INSTALL_LAYOUTS

For the first

was written line 122 (commented section start config)
It's to change to

Second translation was in language-pack.I added

(in commented section notification options)
